incus: add PACKAGECONFIG for VM support
Enable incus VM management with PACKAGECONFIG[vm], which pulls in
qemu, virtiofsd, and ovmf as runtime dependencies.
Usage: PACKAGECONFIG:append:pn-incus = " vm"
