incus: add runtime test suite
pexpect-based tests covering:
- Daemon startup via systemd
- incus-admin group creation
- incus admin init --minimal
- Alpine container launch, exec, stop, delete
Run: pytest tests/test_incus_runtime.py -v --machine qemux86-64
