lsbinitscripts: increase ALTERNATIVE_PRIORITY
[YOCTO #2133]
Increase ALTERNATIVE_PRIORITY of file functions to be higher than
the value in package initscript. Then when lsbinitscripts installed,
file functions provided by lsbinitscripts will be used.
