util-linux: enable gtk-doc
Now that we've solved the util-linux - gtk-doc - xmlto - util-linux
dependency loop, we can enable gtk-doc in util-linux.
We explicitly disable it in util-linux-libuuuid as this doesn't have API
documentation.
