gcc: upgrade to v11.5

gcc stable version upgraded from v11.4 to v11.5

Dropped CVE-2023-4039.patch and 0001-aarch64-Update-Neoverse-N2-core-defini.patch
because its been taken to gcc-11.5 with below commits 75c37e0314 and 50d9db203bc
