libtirpc: Fix build with gcc-15/C23

Update declarations to allow building with gcc-15 with C23 std
being default now.

Fixes:
error: conflicting types for 'xdr_opaque_auth

+  cryptkeyres *(*__key_decryptsession_pk_LOCAL)() = 0;
