ltp: bump to release 20180118
Removed 3 patches that have been upstreamed:
- 0030-lib-Use-PTHREAD_MUTEX_RECURSIVE-in-place-of-PTHREAD_.patch
- 0037-ltp-fix-format-security-error.patch
- 0038-generate-reproducible-gzip.patch
Reworked path 0002-Add-knob-to-control-whether-numa-support-should-be-c.patch.
