util-linux: fix hwclock settimeofday error
The change of settimeofday() systemcall since Glibc 2.31
will cause "hwclock -s" doesn't work with error:
"hwclock: settimeofday() failed: Invalid argument"
Backport a upstream patch to fix this issue.
