rust: Upgrade 1.79.0->1.80.0
Update the patch files with rust v1.80.0.
The patch repro-issue-fix-with-cc-crate-hashmap.patch addresses the rust
reprouciblity issue by correcting the way hash values are generated for
different build paths.
