autotools: fix multi-word arguments for EXTRA_OECONF

This is needed to better support things like the following (with a
multi-word BUILD_CC):

    EXTRA_OECONF += '"ac_cv_prog_CC_FOR_BUILD=${BUILD_CC}"'
