webkitgtk: fix erroneous use of unsuported DEBUG_LEVELFLAG variable
The version bump to 2.44.3 mistakenly changed the recipe to use
DEBUG_LEVELFLAG, which is unsupported in scarthgap.
Restore the original use of DEBUG_FLAGS
