mklibs-native: drop deprecated cpp17 exceptions

gcc11 has -std=gnu++17 as default. Remove deprecated C++17 exceptions based
on http://www.open-std.org/jtc1/sc22/wg21/docs/papers/2016/p0003r5.html.
