ref-manual: Added cross-referencing to tasks and dependencies

Fixes [YOCTO #9861]

Placed some section links into the "Tasks" and the "Dependencies"
sections of the BB manual from several areas:

 * The "Normal Recipe Build Tasks" section
 * The variable description for DEPENDS
 * The variable description for RDEPENDS
