u-boot-xlnx: Restore 2023.1 versionlangdale

The merge commit, 2bbe53c463daf01de661a905e08461231b6ad8f1, accidently 'renamed' the 2023.1
version instead of just adding the new 2024.1 version.  Restore, unmodified, the last
2023.1 version.
