python3-dotenv: add UPSTREAM_CHECK_PYPI_PACKAGE
Add UPSTREAM_CHECK_PYPI_PACKAGE to check the correct latest stable
verison.
Before the patch:
$ devtool latest-version python3-dotenv
INFO: Current version: 1.1.0
INFO: Latest version: 1.0.1
After the patch:
$ devtool latest-version python3-dotenv
INFO: Current version: 1.1.0
INFO: Latest version: 1.2.1
