docker-ce: update to v19.03-rc
Updating the docker community edition to the 19.03 series.
The build changes are minor (mainly cleanup), but otherwise, we
are changing branches and setting new SRCREVs.
The LICENSE checksum tweak is due to copyright year changes in
the files.
