python3-socketio: Upgrade 5.11.2 -> 5.16.1
Upgrade to release 5.16.1:
- Use configured JSON module in managers
- Admin UI fixes: remove duplicate tasks, report transport upgrades
- Switch to Furo documentation template
- Add Python free-threading to CI
