liblc3: add DEBUG_PREFIX_MAP to LDFLAGS to fix qa error
Fixes:
ERROR: liblc3-1.0.4-r0 do_package_qa: QA Issue: File /usr/lib/.debug/liblc3.so.1 in package liblc3-dbg contains reference to TMPDIR [buildpaths]
