python3-flask-jwt-extended: Upgrade 4.6.0 -> 4.7.1
Upgrade to release 4.7.1:
- Add controls for verify_sub option in PyJWT
From release 4.7.0:
- Drop support for python 3.7 and 3.8, add 3.13
- Fix documentation around identity needing to be a string
