python3-ruamel-yaml: Upgrade 0.17.0 -> 0.17.2

Upgrade to release 0.17.2:

- change -py2.py3-none-any.whl to -py3-none-any.whl, and remove
  0.17.1
- added 'Programming Language :: Python :: 3 :: Only', and
  removing 0.17.0 from PyPI
