pavucontrol: update 5.0 -> 6.2
- switch to meson buildsystem
- pavucontrol now requires gtk4 and thus requires gpu acceleration
- remove patch. Meanwhile libcanberra is optional and build doesn't
fail without anymore
- pavucontrol was migrated from intltool to gettext
- add packageconfigs for libcanberra and lynx to have both disabled
by default
