python3-djangorestframework: upgrade 3.14.0 -> 3.15.1

Changelog:

-Fix SearchFilter handling of quoted and comma separated strings, when
 .get_search_terms is being called into by a custom class.
-Revert number of 3.15.0 issues which included unintended side-effects.
