mariadb: Upgrade 11.4.9 -> 11.4.10
Remove 0001-Remove-x86-specific-loop-in-my_convert.patch as it's fixed
in new version [1].
Remove 0001-MDEV-38029-my_tzinfo-t-fails-for-certain-TZ-values-o.patch
as its logic is included in new version [2].
