Revert "python3-argcomplete: Upgrade 3.6.2 -> 3.6.3"

This reverts commit 809cb8f42473ea0ead9074f7d699619f66f13c05.

It causes ptest regression in traitlets as seen here [1]

We will have to fix this regression before we upgrade argcomplete module
