cukinia: add libgpiod-tools to RRECOMMENDS
The cukinia statement `cukinia_gpio_libgpiod` requires the `gpioinfo`
command. Alternatively, the deprecated sysfs GPIO API can be used with
`cukinia_gpio_sysfs`.
