itt: upgrade 3.22.5 -> 3.23.0
1. Adds a new public API __itt_release_resources that destroys mutex and
frees resources allocated by ITT API static part.
__itt_release_resources() should be called from the library destructor.
2. Gets rid of loading JitPI library
3. Adds DPC++ compiler support for ZCA
4. Refactors __itt_is_collector_available() method to reduce
overhead on ITT API instances creation
