Upgrade to 4.0.7 version released in 3.14.38-6UL_ga and 3.14.38-6QP_ga releases.
Fix some mp3_dec noise issue of c code for arm11 and arm9.

Upgrade to 4.0.6 version.
Bug fix:
-Add test binary to release package.
-Fix segmentation fault issue with only standard build.
-Build std only for arm11 and arm12.
