uefi: Add SUMMARY and order PACKAGE_ARCH per oelint
Add a SUMMARY (mandatory) and expand the DESCRIPTION, and move
PACKAGE_ARCH above the PACKAGES/FILES block so it follows the canonical
order (order.PACKAGE_ARCH).
No functional change.
