qemu-qoriq: Add SECTION per oelint
oelint's suggestedvar.SECTION flags the recipe for not setting SECTION.
Set it to "devel" in qemu-qoriq.inc alongside the other metadata,
matching QEMU's conventional classification and the layer's existing
SECTION vocabulary.
This only adds package metadata; the expected buildhistory delta is
the SECTION field alone, with no change to dependencies, files or
tasks. Verified with an oelint scoped rescan of the recipe.
