imx-dsp-codec-ext: Document INSANE_SKIP for prebuilt blob per oelint

The recipe ships a prebuilt NXP DSP codec (a .bin fetched under EULA, not
built from source), so the arch, dev-so and ldflags QA checks cannot apply
and the INSANE_SKIP is required. Add an inline # nooelint directive with the
semantic reason. No effective metadata changes.
