gstreamer1.0-plugins-bad: Restate PACKAGES_DYNAMIC for standalone lint

The per-plugin split packages (${PN}-freeverb, ${PN}-opencv,
${PN}-transcode, ${PN}-voamrwbenc and the libgst* helper libraries) are
created at build time by

    PACKAGES_DYNAMIC = "^${PN}-.* ^libgst.*"

which OE-core sets in gstreamer1.0-plugins-packaging.inc, pulled in
through the required gstreamer1.0-plugins-common.inc. oelint-adv parses
meta-freescale on its own, without that cross-layer include, so it could
not see the dynamic-package declaration and flagged every FILES:${PN}-*
override as oelint.vars.specific ("set specific to a package not known
from PACKAGES").

Restate PACKAGES_DYNAMIC locally so the standalone linter sees the same
dynamic-package declaration the build already has. The value is identical
to the one the required OE-core include sets, so the effective metadata is
unchanged.

This recipe is a verbatim fork of the OE-core gstreamer1.0-plugins-bad
recipe (see the "OE-core copy" header), which relies on the include
implicitly. The local PACKAGES_DYNAMIC line is therefore a deliberate
divergence from the OE-core source, added only to satisfy standalone
linting; a future re-sync should keep it rather than drop it back to the
implicit form.

Removes 4 oelint.vars.specific findings; introduces none.

Verified output-neutral on imx8mp-lpddr4-evk: bitbake -e shows the
effective PACKAGES_DYNAMIC and PACKAGES byte-identical before and after,
and a forced do_package rebuild produced a "No changes" buildhistory
commit across all 184 gstreamer1.0-plugins-bad buildhistory entries.
