weston: Keep upstream DEPENDS placement in the OE-core copy
The assignment sits inside the verbatim OE-core copy, where upstream
writes it after inherit and require. Nothing is lost: meson, pkgconfig
and useradd contribute DEPENDS only via :append/:prepend, which BitBake
applies after plain assignments. The i.MX include never touches DEPENDS,
so the split did not clear it either. Folded into the existing parity
suppression, which takes both ids on one line. Comment-only change.
