mali-imx: Replace the packaging python with static assignments

The loop ran over a fixed set of five packages, so parse-time code was
never needed; the file already writes these assignments statically for
${PN}-libgles-dev. Grouped by variable rather than by package. Tested
with bitbake mali-imx -C package on imx95-19x19-verdin; every value is
token-identical and buildhistory reports no change.
