opencv: Document the download-cache task
do_unpack_extra is addtask'd but carried no doc string, so it was
undescribed in bitbake opencv -c listtasks. The flag is set in the .inc so
opencv_4.13.0.imx.bb stays a verbatim copy of the meta-openembedded recipe
it tracks.
