weston: Declare xwayland split package via PACKAGES_DYNAMIC

${PN}-xwayland enters PACKAGES only under the xwayland PACKAGECONFIG,
through the bb.utils.contains() expression in the PACKAGES assignment.
oelint-adv parses the recipe with no PACKAGECONFIG active, so that
expression expands empty and it cannot see the package, flagging its
FILES:${PN}-xwayland and RDEPENDS:${PN}-xwayland as oelint.vars.specific
("set specific to a package not known from PACKAGES").

Declare the package via PACKAGES_DYNAMIC += "^${PN}-xwayland$" so it is
recognised regardless of which PACKAGECONFIG the current parse enables.
This does not add it to PACKAGES: a config that enables the xwayland
PACKAGECONFIG still ships it, one that does not still omits it.

The top section of each recipe is a verbatim OE-core copy that carries
the same limitation, so this is a deliberate divergence from OE-core
added to satisfy standalone linting; a future re-sync should keep it
rather than drop it. The 10.0.5 and 14.0.2 i.MX forks get the identical
change.

Removes 4 oelint.vars.specific findings (two per recipe); introduces
none.

Verified output-neutral on imx8mm-lpddr4-evk (fslc-wayland, weston
14.0.2.imx selected, xwayland PACKAGECONFIG off): a baseline vs
candidate do_package rebuild produced a "No changes" buildhistory
commit -- the weston package output is byte-identical and only
metadata-revs differs across the whole tree.

Building weston in this tree first required two separately committed
prerequisite fixes that port the NXP wayland-protocols and vulkan-loader
patch stacks to the oe-core versions pinned here; without them do_patch
fails and weston cannot build at all.
