conf/layer.conf: Mark firmware dependency safe
firmware-nxp-wifi packages firmware that is also provided by
linux-firmware metadata.
Mark the recipe dependency as safe for the signature generator so builds
do not report it as an unsafe dependency edge.
Tested with: git diff --check.
