mesa: Enable the Ethos-U driver and Teflon delegate on i.MX93
With the ethosu kernel driver enabled in linux-fslc, the i.MX93
Ethos-U65 NPU can now be used through mainline kernel + mesa, without
needing any proprietary vendor NPU stack components.
Enable the relevant mesa driver and delegate to enable NPU usage via
TensorFlow Lite.
