fsl-rc-local: Add version to filename per oelint
Rename fsl-rc-local.bb to fsl-rc-local_1.0.bb so the recipe filename
carries a version (file.underscores). A versionless recipe already
defaults PV to "1.0", so making it explicit is behaviour-preserving; the
only reference to the recipe is a packagegroup RDEPENDS by PN, which is
unaffected by the filename.
