opencv: Document upstream-parity INSANE_SKIP for oelint

The INSANE_SKIP:${PN}-java/-dbg = "libdir" lines are byte-identical to
meta-openembedded meta-oe/recipes-support/opencv/opencv_*.bb and live in the
verbatim meta-openembedded copy section of this i.MX fork. Removing or
rewriting them to satisfy oelint.vars.insaneskip would diverge from the
upstream recipe and cost extra conflict resolution on every re-sync.

Add an inline # nooelint directive to each, classified UPSTREAM-PARITY. No
effective metadata changes: only comments were added.
