layer.conf: update LAYERSERIES_COMPAT for scarthgap
openembedded-core has moved to scarthgap:
0e42326d ("layer.conf: Prepare for release, drop nanbield LAYERSERIES")
Add scarthgap to LAYERSERIES_COMPAT and drop EOL mickeldore.
