puppet: drop ruby-shadow RDEPENDS
ruby-shadow is broken with Ruby 4.0 (struct rb_io API change) and
the upstream project is unmaintained. Puppet only uses ruby-shadow
as an optional feature for direct password management — it is not
in puppet's gemspec dependencies.
