nova: use ${sysconfdir} instead of ${NOVA_CONF_DIR}
${NOVA_CONF_DIR} points to the staging/build directories, so it shouldn't be
placed into on-target config files. Using ${sysconfdir} is the right, on-target,
directory to use.
