rabbitmq: add /var/log/rabbitmq to packaging
For systems with non-volatile /var mounts, adding /var/log/rabbmitmq
to the main package allows logging to be enabled by default. For
volatile /var based systems, it does no harm, but does not always
create the directory on boot.
