python-eventlet: add v0.20.0

Version 0.21.0 is not compatible with python-oslo.service per its
requirements.txt:

python-eventlet !=0.18.3,!=0.20.1,<0.21.0,>=0.18.2

So add the v0.20.0 and set it as the PREF'd version.
