clang-native: install arm_neon_sve_bridge.h header

During building clang, arm_neon_sve_bridge.h is not copied
to the correct destination folder, failing compiling applications
using this header.

This has been fixed upstream starting in clang 16. This patch
is a backport of the fix.

+arm_neon_sve_bridge.h is not generated, so the rules which ensure the
+generated files get copied into the installation prefix don't apply to

+The original upstream patch needed to be adapted to version 14.0.6.
