With the removal of yocto-bsp and yocto-kernel there are no longer any users
of this library, therefore delete it.

description
Remove user-specific descrition files and config fragments from main machine
description file otherwise double patch/config inclusion may happen. These
files/fragments are already included on the SRC_URI (see poky commit 2db8f3),
so no need to reference these inside machine.scc files.

With some recent changes in the kern tools, we can drop some changes in
the yocto-bsp and yocto-kernel tools that ensured proper patching and
BSP inheritance.
In particular, we no longer need to signify the start of patching, and
we must instruct the tools that we only want configuration fragments
via inheritance .. no patches (since they are already applied).

Fixes the hardcode branch name set to KTYPE, where its value is used as a base branch
when user decides to create a new branch. Tested on x86_64 architecture.

For the arm templates, give all the 'strange' yocto-bsp template
filenames 'normal' names, adding new yocto-bsp-filename and
yocto-bsp-dirname tags for the new filename processing pass where
needed.

If reusing a branch (need_new_branch == 'n') we don't need to branch
in the .scc, so make it conditional on need_new_branch.
