Fixed when build with meta-selinux even with --without-selinux:
runcon.c:49:28: fatal error: selinux/flask.h: No such file or directory
# include <selinux/flask.h>

compilation terminated.

Upgrade coreutils to 8.22.
Changes since 8.21:
1) Remove the acl patch as it's not needed now.
2) Add a new patch to fix the following compile error.
"dummy-man: too many non-option arguments"
