libxcursor: upgrade 1.2.1 -> 1.2.2

-Add comment about keeping libxcb-cursor copy of code in sync
-If O_CLOEXEC is defined, add "e" to fopen modes
-configure: Use LT_INIT from libtool 2 instead of deprecated AC_PROG_LIBTOOL
-gitlab CI: stop requiring Signed-off-by in commits
