acpica: upgrade to 20191018
The upstream tarballs now have a unified source license of Intel|BSD|GPLv2 and the old BSD|GPLv2 tarballs are deprecated. Add the Intel license to the license collection, update the LICENSE field, and update the license checksum to actually point at a license fragment.
