ref-manual, sdk-manual: Fixed links for "cross-development-toolchain"
Fixes [YOCTO #11630]
Moving the "Yocto Project Terms" section from the dev-manual to the
ref-manual broke links for the "cross-development-toolchain" term.
I have fixed these.
